NTT DATA to Develop Trade Procedure and Customs Clearance Systems in Vietnam (VNACCS)

NTT DATA Corporation has contracted with the Vietnamese government to develop trade procedure and customs clearance systems (VNACCS/VCIS*1) based on Japan’s trade procedure and customs clearance systems, NACCS*2 and CIS*3.


The purpose of VNACCS and VCIS is to improve the speed and efficiency of administrative procedures relating to trade procedures and customs clearance in Vietnam by applying the NACCS and CIS systems used in Japan. The systems will be used by Vietnamese customs, other administrative bodies, and private companies involved in trade procedures and customs clearance. NTT DATA will work with NTT DATA Vietnam Company Limited (head office: Hanoi, Vietnam) etc. to develop the systems, aiming to complete them by March 2014.
NTT DATA intends to continue to expand its business in Vietnam and works actively to expand Japanese IT systems overseas.

Background

The Socialist Republic of Vietnam’s joining of the World Trade Organization in January 2007 has induced a dramatic increase in direct investment from overseas, leading to an increase of over 10% in Vietnam’s annual import and export volume. To keep up with this rapidly growing volume, the Vietnamese government has been considering introducing a new customs clearance system to improve the speed and efficiency of its trade procedures and customs clearance.
The Japanese government recently announced the Asia Cargo Highway concept*4 to promote a seamless flow of goods between Japan and other Asian countries, particularly the ASEAN (Association of Southeast Asian Nations), and policies to promote smooth trade among Asian countries.
Matching of the interests of the Vietnamese and Japanese governments led to the building of VNACCS/VCIS.

Contract with Vietnamese government

The systems will be developed with Official Development Assistance grants-in-aid, based on Exchange of Notes as to the Project for E-Customs and National Single Window for Customs Modernization signed by the Japanese and Vietnamese governments on March 22, 2012.
NTT DATA has long been involved in the development and maintenance of Japan’s NACCS and CIS systems. It is renowned for its knowledge of building systems relating to trade procedures and customs clearance operations, and for its experience of building large-scale systems and capability of system development in short time. It concluded a contract with the Vietnamese government on August 30, 2012, and was officially certified by Japan International Cooperation Agency (JICA) on September 18.

Features of the Systems

In addition to using the administrative procedure functions of Japan’s NACCS and CIS systems, VNACCS and VCIS will have functions in accordance with the practices in Vietnam.

Functions that are the same as Japan’s NACCS and CIS Systems

  • Improved efficiency of administrative procedures relating to trade procedures and customs clearance, such as import and export declarations and port arrival and departure procedures
    In addition to making electronic declarations possible, the Systems will improve the performance of governmental agency officials by checking the input contents. The Systems will also contribute to more efficiency of processing by private corporations by providing functions such as automatic calculation of duty when preparing import/export declarations.
  • Shorter processing time between declaration and approval
    Import and export declarations and customs screening processes are to be done automatically, shortening the processing time between declaration and approval.
  • Unification (single window) of applications to other government bodies relating to trade procedures
    VNACCS and VCIS enables unified handling of all administrative procedures relating to trade procedures other than import and export declarations at customs, making processes easier for private users.
  • Quality assurance
    High quality is to be secured by applying the successful Japan’s NACCS and CIS Systems.

Functions Unique to VNACCS and VCIS

  • Functions in accordance with the practices in Vietnam
    The Systems will realize Electronic processing at overland borders and Electronic signature based on the Electronic Commercial Transaction Law. Also, they will be linked to existing Vietnam Customs System which has currently been used for duty collection and customs evaluations.

Users of the Systems

The systems will be used by private companies involved in trade procedures and customs clearance, such as importers and exporters, airlines, shipping/trucking/logistics companies.
Customs and other government bodies involved in trade procedures also plan to use the system.

Outlook

NTT DATA intends to continue to expand its business in Vietnam and work actively to expand Japanese IT systems overseas, using its experience of building systems in Japan.

    Japan’s electronic application system used by public and private organizations performing administrative procedures such as import and export declarations and port arrival and departure procedures for ships and aircraft, and private operations relating to import and export procedures.

    An integrated information system in which all customs clearance records for imports and exports and information on importers and exporters is compiled and used for customs screening.
  • *4Asia Cargo Highway concept
    A concept announced by the Japanese government at the Asian Development Bank Annual Meeting in May 2011 with the purpose of creating a seamless flow of goods between Japan and Asia in the next ten years.
